Get the base right

This would depend on the kind of blush that you are using. There are three types available - creamy, powder and liquid. If you wish to go with creamy or liquid ones, fingers are an ideal option. However for a powder blush, a medium-sized flat brush can be used. If you wish to have the maximum impact than go for a thin layer of brush and blend it evenly.
